FTW Training is committed to achieving high standards of health & safety throughout its business, and recognises that a number of the activities which it undertakes, or are undertaken on its behalf, could potentially involve risk to the health & safety of its employees and others, together with risk of damage to or loss of equipment, property and product.
FTW Training is accordingly committed to taking all reasonably practicable steps to prevent, control or guard against such risks and their possible effects. I therefore endorse the objectives set out below and the procedures for their implementation, with a view to eliminating or controlling such risks, and to creating and maintaining a healthy and safe working environment.
- To comply with the requirements of The Health & Safety at Work Act 1974 and other relevant legislation and codes of practice.
- To provide adequate and competent supervision of all company activities which involve risk.
- To adequately train employees, to the extent that their job function demands it, in health and safety at work, safe working practices and other relevant topics.
- To develop and set objectives & targets in the pursuit of continual improvement in all areas of health, safety, welfare & environment.
- To maintain and develop systems which inform and consult employees on
relevant health & safety matters. - To progressively identify and eliminate or control hazards which present a risk to employees and other persons and possible damage to, and loss of equipment, property and product.
- To take health & safety into account when planning new developments, processes or systems of work and when purchasing new equipment.
- To keep and maintain accurate records of accidents, incidents, injuries, and
known exposure to health risks at work. - To take all practical steps to ensure adherance to this policy by all employees and other persons undertaking work on behalf of FTW Training or who are on its premises.
- To ensure through assessment and monitoring that learners which FTW Training come into contact with have a safe working environment wherever practicable.
Arrangements
In addition to this overall plan, FTW Training will develop and maintain a framework of health and safety policies and procedures including, company -wide policies and procedures regarding health and safety matters common to most parts of the organisation.
FTW Training will undertake a programme of risk assessments to identify hazards and risks arising from any work activity and implement appropriate controls to reduce the risk of injury or ill health as far as reasonably practicable.
FTW Training will provide appropriate procedures for dealing with emergencies such as fire and major incidents and ensure that these are cover upon employee induction and learner induction.
FTW Training will provide suitable and sufficient staff training on all aspects of health, safety and welfare.
FTW Training will provide systems for reporting, investigating and recording all accidents and incidents.
FTW Training will carry out health and safety inspections at all sites at regular intervals and this will be recorded.
FTW Training will ensure that all contractors are given health and safety induction training and are made aware of any hazards that may affect them whilst on FTW Training premises. FTW Training will require all contractors to provide method statement(s) and risk assessments for their work prior to commencement of the contract.
Responsibilities
FTW Training, under the articles and instruments of Government, has ultimate responsibility for health, safety and welfare at the company.
The Managing Director is the ‘duty holder’ / designated ‘Executive Director’, having day-to-day responsibility for ensuring that this policy is implemented and being discharged effectively and that the necessary organisation and resources are
provided to facilitate this.
Other Directors, Heads of Department and Managers are responsible for implementing this policy within their own departments of the company. This responsibility may be delegated to appropriate staff members, but they remain
accountable to the Managing Director for health and safety matters within their own departments.
Heads of Department, Directors and Managers are responsible for implementing FTW Training health and safety policy and procedures within their own departments on a daily basis. They will report to the Managing Director and liaise with the Health and Safety Officer on all health and safety matters.
Directors and Managers are responsible for ensuring that;
- Risk assessments are carried out and any control measures are implemented and followed.
- Safe working practices are developed, maintained and reviewed as necessary.
- Suitable and sufficient information, instruction training, and supervision are provided for all staff and that all training is recorded.
- Staff and students are provided with information on emergency, ill health and accident procedures.
- All hazards, accidents and incidents are reported promptly, recorded and appropriate action taken to reduce the risk of re-occurrence.
Tutors and Assessors shall instruct students on FTW Training ’s health and safety procedures and guidelines at the start of every course
This will include; fire safety and emergency evacuation procedures, how to report hazards and accidents and how to obtain first aid treatment.
The Health and Safety Officer will report regularly to the Managing Director on health and safety matters and, if necessary, to any external bodies that require information regarding health and safety. He/she will ensure that the provisions of the health and safety policy are carried out.
Additionally, the Health and Safety Officer will advise FTW staff on all aspects of health, safety and welfare and will be responsible for;
- Reviewing and updating the policy and supporting procedures.
- Communicating the requirements of the policy and procedures to all staff.
- Providing appropriate consultation arrangements with staff and trade unions representatives.
- Providing and/or obtaining specialist advice, as required.
- Ensuring that provision of first aid, fire safety arrangements, emergency evacuation and major incident procedures are in place.
- Assisting staff to carry out and review risk assessments and advising on appropriate control measures.
- Co-opting staff with specific knowledge, skills and experience to develop company-wide policies, associated guidelines and safe systems of work.
- Ensuring health and safety information is readily available to staff and students as appropriate.
- Providing induction training for all new staff on the FTW’s health and safety requirements and the basic principles of fire safety and back care.
- Providing sufficient instruction, information and training to enable staff students and contractors to avoid hazards and contribute to their own health and safety.
- Monitoring the reporting and recording of accidents and incidents and leading on any investigation as required.
- nforming the Health and Safety Executive (HSE) and/or Skills Funding Agency of any reportable (RIDDOR) events when appropriate.
- Maintaining his/her competence by attending specialist seminars and meetings when required.
Line Managers will be responsible for;
- Supporting the Health and Safety Officer in developing emergency safe systems of work and procedures.
- Ensuring that the maintenance and testing of all fire safety equipment and devices is carried out as required by statute.
- Ensuring that all emergency equipment is serviced and checked by
competent persons. - Ensuring that the buildings and welfare facilities are serviced and
maintained. - Monitoring contractors working on FTW Training premises and ensuring that they follow appropriate safe systems of work
Every employee has a general duty, under The Health and Safety at Work etc Act 1974, to take reasonable care for the health and safety of themselves and of other persons who may be affected by their acts and omissions whilst at work.
Every member of staff has a responsibility to:
- Ensure that they comply with this policy.
- Comply with health and safety procedures and guidelines to enable them to work safely.
- Co-operate with managers to ensure the policy and associated procedures are implemented on a daily basis.
- Work safely and refrain from any activity that may endanger themselves or others.
- Not intentionally interfere with, or misuse equipment and facilities provided for their health and safety at work.
- Use FTW Training reporting procedures to record any hazards, potential risks, unsafe conditions, accidents or incidents that arise from their work activities.
- Participate in any health and safety training provided.
Learners have a responsibility for their own health and safety and for the health and safety of those around them. Learners should also accept a personal responsibility for safety, adopting a standard of behaviour appropriate to the situation and following safety procedures and guidelines provided for their safety.
FTW Training recognises its duty as a landlord to its tenants and their employees, under section 4 of The Health and Safety at Work etc Act 1974.
FTW Training will require its tenants and their employees to recognise their duties to FTW Training under section 4 of the Health and Safety at Work etc Act 1974.
FTW Training will liaise and co-operate on all matters regarding health and safety with its tenants.
Monitoring
The Managing Director will monitor the effective implementation of this policy.
An annual audit of health and safety will be carried out and incorporate risk assessment reviews, site inspections, training records and analysis of accident statistics.
Departmental audits/inspections will be carried out throughout the year to monitor how the policy and relevant procedures are being implemented.
Staff and Learner accident and incident statistics will be monitored by the Health and Safety Officer and reviewed by the Executive on a regular basis.
The Health and Safety Officer will provide an annual report for the Managing Director.
